Hugh H. Breckenridge was born in Leesburg, VA. He studied in the schools of the Pennsylvania Academy at Philadelphia, and under Bouguereau, Ferrier, and Doucet in Paris. He was awarded a European scholarship by the Pennsylvania Academy of the Fine Arts, and he won the first Toppan prize at that institution.
